Parental Allowance: What's Actually Changing?
New rules mean that only holders of long-term residence for employment — including Employee Card, Blue Card, research permit, and intra-company transfer holders — can apply for parental allowance.
But this administrative change doesn’t affect who can actually stay home with the child or who benefits from the allowance. The other parent, even with residence for family reunification, can still take parental leave as before. In practice, only the names on the application form change — access to the allowance itself stays the same.
